The United States and United Kingdom Conclude Tariff-Free Agreement on Pharmaceuticals.

The United Kingdom and the United States have forged a significant bilateral deal that will ensure no levies on British pharmaceutical exports entering the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to raise expenditure on drugs through the National Health Service (NHS). This commitment guarantees that import taxes on these key products will be held at zero for a period of three years.

This deal follows earlier threats to hike import taxes on patented pharmaceutical imports, with figures discussed reaching one hundred percent.

"This deal between the UK strengthens the international landscape for innovative medicines and brings long-overdue balance to transatlantic pharmaceutical trade," a statement said.

Trade Impact

Medicines constitute one of the UK's biggest exports to the United States, which is easily the biggest buyer for leading British pharmaceutical firms.

Trade data indicate that in the one-year period prior to September, the UK exported pharmaceutical products totaling £11.1bn to the US. This figure represented nearly one-fifth of total UK exports in that timeframe.

"This deal safeguards jobs, increases funding and paves the way for the UK to emerge as a international leader for biotech and pharma," the Business and Trade Secretary commented.

Specific UK Commitments

The pact involves several specific commitments from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it considers new medicines to be too expensive by twenty-five percent.
  • Boosted Medicine Funding: There is a aim to raise total NHS spending on medicines from 0.3 percent of GDP to 0.6 percent over the next decade.
  • Payback Limit: The amount pharmaceutical firms must return to the NHS to stay within budget will be limited at fifteen percent. In the past, refunds exceeded 20%.

Industry Background

This agreement follows a ongoing tension between the pharmaceutical industry and the British authorities over drug pricing and approval rates.

This friction were exacerbated by arguments that American customers were paying a premium for the equivalent treatments than people in the UK and Europe.

Over the last 18 months, several major manufacturing plans in the UK have been paused or scrapped, while substantial investments have been directed toward US facilities.

The Science Minister stated that the NHS must invest a greater share on medicines, noting that its expenditure on drugs had shrunk as a share of its total funding over the past decade.
