Congressional GOP Support President's Proposal to Overhaul Affordable Care Act

US lawmakers are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to diminish as GOP senators floated a proposal unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Impact of Government Shutdown

The impact on US citizens from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

Trump's Proposal from Golf Course

As Saturday's session got started, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is actually better for the patient," one senator stated.

Another senator praised Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Response

Opposition lawmakers shared concerned responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by voters and Congress."

Another senator reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for universal healthcare."

Ongoing Talks

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an emerging proposal from a small group of moderate Democrats to end the closure in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the subsidies.

"Doing nothing is derelict because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Several observers indicated that the essence of such a proposal would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough support in 2017.
